President seeks clarification |
The President of India has granted assent to the Ordinance cleared bythe Union Cabinet, amending the Right to Fair Compensation andTransparency in the Land Acquisition, Rehabilitation and ResettlementAct, 2013. But, President Pranab Mukherjee asked the NDAgovernment to explain the urgency behind the ordinance. It was onlyafter three senior ministers — Union Finance Minister Arun Jaitley,Law Minister D V Sadananda Gowda and Road Transport Minister NitinGadkari — put forth the government`s viewpoint and persuaded thePresident about the need to move swiftly, that Mukherjee signed theordinance. The three ministers informed the President that thegovernment had been advised by legal experts that since the Act cameinto force on January 1, 2014, unless an ordinance was issued beforeJanuary 1, 2015, over a dozen legislation would also come under thepurview of the Right to Fair Compensation and Transparency in LandAcquisition, Rehabilitation and Resettlement Act, 2013. The amendedOrdinance expands the list of projects that would not require SocialImpact Assessment (SIA) and prior consent of affected families.
